I noticed with the Air Date/Time Dropper you can set the initial date but not the initial time. Is there a way to set the initial time and I’m just missing it or is this a bug?

Yes, you are right. At the moment, the Air TimeDropper plugin does not have an option to set the initial time. The pre-set initial time for the Air TimeDropper element is the current time.
We will add this feature to the list of possible plugin improvements and see how feasible it is to add it in the next plugin update.

Well that makes this an entirely useless plugin. Uninstalling. Such a shame since the UI is excellent.

Thanks for your feedback on our Air Date/Time Dropper plugin. 
This is a free plugin with the limited list of functionalities and it is quite expected that some features, desirable for users, might not be available in it. Moreover, as it is a free plugin, users can see the plugin code and develop any interesting feature freely, on their own. 
Still, as my colleague Greg has said, we will add the Initial time value to the list of possible improvements and it is more likely that this feature will be added in the next plugin update.

@kate I notice that v1.12.0 states an Initial Time field has been added but it does not appear in the Property Editor ?
