Is there a way to limit the duration of a video before uploading it? Or at least, how can I access to the input file html element to control it with Javascript?

Unfortunately plugin does not offer possibility to limit video duration. Sorry for not being really helpful 
As for js control, not really sure. Maybe check bubble forum : forum.bubble.io
Or use another plugin maybe which can process video before uploading - https://bubble.io/plugins
