Download Image from Element ID base64 use?

This plugin has an action, extractbase64 from element. I’m not sure what to do with it. i can’t use the result in a workflow? What is it for?

I was hopeful that it would allow me to overcome the CORS issue I have with all screencap plugins (cannot capture images I store on my own aws s3 due to a cors mismatch.
