If I bought the template for developer, could I to know what is the programing language or framework on marketo.

The template is built on a Bubble platform, and the core engine of Bubble is written in Javascript language, regarding what technologies bubble is using I recommend visiting their site FAQ | Bubble. The developer is most likely going to need to build things using Bubble and add additional features that can be added by using HTML/CSS/JavaScript.
