I want to know if I buy a template to create a webpage and apps
can i still connect it to my existing dashboard where i have a document postman. (web dashboard not in bubble)

If I understood you correctly, you would like to connect your bubble app with the Postman platforms. All our templates are fully customizable, which means it is possible to change almost any design/functional par, so yes, this is possible 
Please note that it also would required a corresponding level of skill, to use the API integration for Postman connection. Please find more general info here:
