Hello! I have a question. Is it possible for only one profile to be able to make the polls, and only allow users to vote? More specifically basically a master account creates the polls and users only vote, and not create their own polls? Thanks!

Definitely, you can set a condition for the ‘Create’ pool button, that will make the button visible for a specific (master account) user. Please check the screenshot below and see how you can add the condition to your site. Make sure to leave the element not visible (unchecked).
